SAAF Statewide Insurance Programs

The Insurance Programs Team at SAAF serves people who are living with HIV/AIDS throughout the state of Arizona. The three programs assist clients with various aspects of medical and dental insurance and provide financial assistance, enrollment assistance, and coordination with medical and dental providers.

MBM Program

The Medical Benefits Management (MBM) program provides assistance to clients in all 15 counties in Arizona who do not have access to other medical insurance. SAAF Insurance Programs staff are licensed as Certified Application Counselors to help clients enroll and choose an insurance plan on Monthly premiums are paid by the program for all eligible clients statewide, and medical copay assistance for HIV-related services is also provided to clients residing in 13 Arizona counties. Medical copay assistance for clients in Maricopa and Pinal Counties is available through the client’s case management agency or Central Eligibility office.

StateWide Dental Program

The Statewide Dental Program serves clients in 13 Arizona counties who do not have access to other dental insurance. SAAF’s group dental insurance plan is administered by Delta Dental of Arizona which delivers access to the largest network of dentists in the state. Most clients will have zero out of pocket costs for their medically necessary and HIV-related dental care, as long as it stays within the program’s annual benefit maximum. A similar program is available to clients residing in Maricopa and Pinal counties and is provided by the Maricopa County Office of Oral Health.

HIPCSA Program

The Health Insurance Premium and Cost Sharing Assistance (HIPCSA) program offers financial assistance for medical and dental cost sharing for clients who have private insurance (such as an employer group insurance policy) or Medicare. SAAF’s HIPCSA program is only available to clients who also receive case management services at SAAF. Clients may submit their HIV-related medical or dental bills to their SAAF case manager for review and payment. Clients who receive case management from a different agency can submit invoices to their case manager at that agency.
